Increasing the proportion of births supervised by Skilled Birth Attendants is an internationally agreed goal. However, available data indicate that little progress has been made in Sub-Sahara Africa. Though there is over 80 percent coverage of antenatal attendance in Ghana, there is pervasive maternal service utilization, yet, the underlying factors are poorly understood. Evidence-based data are therefore needed to inform policy formulation and the design of practical solutions to address the existing challenges particularly at the district and community levels.
