In the past, U.S. cities such as New Orleans were not adequately prepared for natural disasters. The fact that New Orleans' levees required immediate maintenance was well-known, yet U.S. government officials opted to withhold the necessary funds. Following Hurricane Katrina, planners were assigned the task of rebuilding a city that by then seemed foreign to them. A potential tsunami lasting a short period of time could be deadlier than the relatively longer-lived Hurricane Katrina.
