Arguing that the focus on controlling behaviour and promoting equalities has been insufficient and has failed to tackle underlying attitudes and values, Cantle demonstrates how the continued segregation and separation of different communities has denied opportunities for the development of mutual trust and tolerance. A stronger concept of citizenship, which emphasises the commonalities of different groups, would allow for greater clarity surrounding the separate cultural distinctions to be protected, and a shift away from the separateness inherent in some present approaches, would allow for new forms of community relations to emerge.
