Rostova detains Finch from his apartment and questions him in an abandoned industrial park. When Finch refuses to identify Vance, she forces him into permanent hiding in an effort to intimidate the department. The incident escalates the conflict and prompts Briggs to allocate additional tactical units, despite intense pressure from city officials to minimize public disturbance.
Vance and Lin locate a secure digital database hidden on a remote server in a suburban commercial office building. The encrypted files contain comprehensive records of the financial routes, including a massive upcoming transfer of cash. The data indicates that Rostova personally oversees the movement of the cash at a municipal freight terminal on the edge of the city. Vance uses this information to plan a targeted sting operation, positioning undercover officers at the terminal while monitoring the perimeter with surveillance drones.
